Fluitekruid, like we name this, or Anthriscus sylvestris
Tulips have a name but a good second is this flower. Now, after first spring, they are to find every where on country road sides , on verges and like here on dikes , nearly every piece not cultivated land is grow with it. I do next couple of day`s some more pic.`s of it.

I see others have said it's a rural plant called Queen Anne's Lace. Some think of it as a weed, but I think it's delicate & lovely and a nice addition to a bouquet. Your photo of them growing on a dike is interesting and your inset, just beautiful!
