I've not heard of this infestation, but we have a similar circumstance here, and it's complicated. We have salt cedar, an invasive species, that sucks too much water from the rivers. Now there is an invasive beetle that is killing them, but animals have adapted to the salt cedar and so their habitats are being disrupted.

I guess the blight might be Mother Nature's way of pruning the trees and allowing the healthy ones to survive.
