It's a thing. I forget who introduced us to it, but it's been a long, long time. We get this out on birthdays, Mother's Day (if I remember), etc.
Our older daughter took a photo of her television as this plate was on a TV show they watched yesterday. I took this photo to show that I even knew where ours is! We also have the matching mug.
Made by the same company (apparently) that makes our Christmas dishes, which have been discontinued. Even more, Waechtersbach no longer exists as a business enterprise. :-(
