Pretty sure this is mom Osprey. If you look down below her, you'll see that fish hanging down from her claw. And as you see on the next photo, baby Osprey also has a fish in it's claw. So don't know if mom is going to have this one, or if she is just waiting for baby to finish the other one, and then she'll deliver this one.
