He is waiting for some dumb fish to take the bait.
The cat sitting near him is waiting for an opportunity to have it’s share of the catch.
And the cat is not his - it is one of the strays who have made the area their home.
In a few weeks, or maybe, days, this guy will be fishing somewhere else to make way for the swimmers. I will one of them in this locality.
