Cormorant

We see these frequently, although usually further off and up on a platform in a pond we pass often. First time I have photographed one actually in the water and went to Cornell Lab to be sure of my identification of it. I find it fascinating that they have webbed feet but can stand on tree limbs! I would not expect a Cormorant to be in your neck of the woods. I often think of them as shore birds- but I guess they're just waterfowl instead. Nice shot!
