A blade of grass

First I noticed a small yellow flower on the spike, then white feathery outgrowths coming out of the spikes. I don't know what kind of grass it is (it most resembles water mannagrass), but it was very interesting. And this fly, ate something, or maybe it wanted to lay eggs here?
