I have seen these balloons for several days, but haven't had the chance to take a picture of them before now. The light was just brilliant for it today. I just hoped that the ice hadn't melted when I went out with my camera today. The chain is actually a sort of drainage from the railway bridge, and I have used it a couple of times earlier here.
@careymartin I have asked around, and someone suggested that it is in memory of a young man dying in an traffic accident there, but haven't got any confirmation on that.
