How strange for there to be a penguin in a Morgantown backyard! Seems to be quite a bit off its normal beaten path. He is a cutie though and I love the close of detailing you captured in this photo showing some of his textures. Is he plastic or metal?
Thank you for all your fun comments. To give some perspective, if you look at this photo http://365project.org/randystreat/365/2021-02-01, you'll see the penguin almost dead center. It's probably about a yard high and made out of some durable man-made material, perhaps plastic. It's been there at least 16 years in all the weather. The peacocks ignore it as do the other birds and animals that pass through here.
