Huh. Sloppy plumber? What to do??

This was a puzzle. I'm preparing to put the tank back on the stool and here's this seemingly-random blob of caulk in the "chamber" that takes the water from the tank. We all probably know what I'm going to do, but what would you do?

Not really a hint, but I took photos over to my friend George at True Value. Between George & Morris, they have 80 years of experience working in hardware stores and neither had an answer as to (1) why the caulk should be there or (2) what I should do…

I think I would leave it there...it has worked right all this time, right? then leave it alone. so what did you do?

@vickisfotos I scraped it off … and found a hole underneath. Sigh. The hole was obviously there from the production process. Long story short, the hole is there for production, not usage. So I had to reapply caulk to seal it!
