Thank you, Milanie! It's Pixel Bender which is an old plugin filter for the older versions of Photoshop. I wish they still made it available for the newer versions. I do believe the oil paint filter is available in Photoshop though.

It certainly looks interesting. I sometimes use the oil paint filter, not half as nice as this.
