How odd! Perhaps they are waiting to be picked up by someone. Or perhaps there was a parade you missed and they never took the chairs back in. Perhaps they don't want anyone coming up their driveway and they can't afford a gate. Either way, it made an interesting sight and created a great photo op for you! Well done, Ann :)
