It’s [been] that time of the year, right? Of course it happens a couple times each year when the lady beetles are everywhere.

This is a Multicolored Asian Lady Beetle (Harmonia axyridis).

The white “particles”? It seems that it’s probably a fungus of the genus Hesperomyces; see the photo and comment on someone else’s photo at BugGuide, http://bugguide.net/node/view/278155
