Sea or River Otter Showing Her Teeth

I've been doing some research and this may possibly be a river otter but it seems strange that she would be hanging out on the rocks in the ocean especially since they are under water except at low tide. She is also quite far from a river. I have a query out to OR fish and wildlife.

That is an interesting conundrum. Sea otters don’t like to hang on land and usually prefer the water, but you say this one is far from a river. I like to know what your fish and wildlife has to say. I hope they answer. Maybe it’s a Jonathan Livingston Otter…doing its own thing.

I really like the subtle tones in this image. It almost looks like a painting. The otter looks quite agitated. Very nicely done.
