This boat is tied up to get provisions for a voyage, I would expect. They are not allowed to be there for too long. It is in the Akaroa Harbour which is on Banks Peninsular in Canterbury, NZ. NZ'ers are a great boating fraternity and there are numerous harbours all around NZ to travel to. There are dangerous coastlines too particularly when a storm comes over either from Australia or from the Antartic.
