Photo Bird's comment that he could be the rescue teddy could be right too, these clansmen can create havoc when they get together. Better to be safe than sorry. As Chris said he is definitely there in an official capacity.

Awww- they're all so cute! I guess the Fire Service teddy is there to keep things under control. If the other teddys get hot under the collar he gives them a squirt with the hose to cool things down.
