Six years ago we had insulation blown in our attic — https://365project.org/rhoing/365/2011-03-05
We thought we received an R-value of R38. It was, had become, or, in any case, is now about half that. So today we had insulation blown in. A-g-a-i-n. Sigh. We're more confident with our current knowledge and today's contractor that we actually have R-38 now. But what a mess. A-g-a-i-n.

Sounds like you chose a paper mâché insulation! Having had an insulation company we knew this would not get the desired R value. A batt like product is the best fitted properly or a blanket over the top of the joists!
