as evidenced by the sign in the left foreground, this photo is not tilted. the hill upon which this picnic table is situated, slopes downward towards the lake.

at first i was confused when i saw a pair of legs dangling back and forth, i couldn't see any other body parts and realized that the way the camera is angled the head of the dude leg dangler is blocked by the table. also, he was so concentrated on his phone. whatever the hell was so important!

It's almost a forced perspective. The table and sign are giant and the person is tiny.
