Most of the village homes have a ladder/staircase attached to the house that leads to the rooftop. The dogs were probably cordoned off from accessing the open entrance, so they went to the rooftop to be with their owner. And to supervise ;-)

More like a form of self-serving surveillance, probably - they delighted in barked at everything that moved - but they were excited barks, not menacing ones.
